I'd go with the Mississippi State Bulldogs. They are arguably the worst team in the toughest conference, so you can bet they are probably going to suck. They only had 3 wins last year, one was against division 1-AA Jacksonville St., and only 1 SEC win.
They didn't bring in any high recruits either so it's not like they are improving. If you're looking for a bad team I'd choose them over Duke because basically everyone except for Miss. St. is good in the SEC, while Duke has plenty of winnable games: Connecticut they might pull out, North Carolina, Navy (that lost one if it's leading rushers in that option-style offense), and maybe they might pull out a win against Northwestern.
I see 5 or 6 winnable games for Duke while I only see 2 for Miss St. (1 would be Division 1-AA Gardner Webb and the other is UAB.) They have to face LSU, Auburn, S. Carloina, Tennessee, West Virginia, Alabama and Arkansas. Doesn't look too good for the Bulldogs

Duke and Temple are about as far as you need to look. As for your opinion of the Sun Belt, while they won't win the National Championship anytime soon, they did send two schools to bowls last year and Troy won their bowl game in convincing fashion over Rice. Their QB, Omar Haugabook is the best one in the country that no one has heard of. He's a bit undersized, but has a gun for an arm and run well when he has to.

Duke Buffalo would be my guess. I think temple will be bad but they are making the schedule easier. Temple may win 3 or 4 games. If temple is 20 point underdogs to someone like eastern michigan, I would bet on them.

Stanford

They are not super bad but in a good balanced BCS conference of the PAC 10 you can almost foresee a 1 or 0 win season this year since the rest of the pack is decent.

East Carolina University aka "Pirates"

They are in the Big East and they have never had a winning season since they had started their campaign to their Division I - A football regime.........

They only had 2 seasons of at most 5 wins, ever.......

haha im ashamed to admit but Buffalo is one of the worst, although there has to be worse teams cause we beat two teams....we also have a new coach that seems to be a pretty good recruiter weve gotten a handful of 5 star and bunches of 4 star recruits so hopefully once we get rid of the worst QB ive ever seen we should be better

temple is worse i know that, i watched out game against them, and they were awful

Army is notoriously weak. Over the past few years I can't imagine they have won many games.
