Because states are sovereign. The federal government does not regulate state governments.

Medical use is not strictly speaking legal use. The use of marijuana for medical purposes is controlled, so it is a controlled substance, therefore illegal. The states that do have medical marijuana allowances are in direct opposition to federal drug laws. Thus a legal drug user in a state like California is still an illegal drug user under federal law.

In the United States, most criminal law is a matter left to the individual 50 states. As a result, some activity is legal in one state but illegal in others.

Because in those states God hates stoners. Thankfully I live in Cali. But technically it is still illegal here. Californians voted to make medical marijuana legal in a state election, but the federal government still has it classified as illegal. So while the local law enforcement here allows medical marijuana, the feds can come in and shut a place down if they want.

It is legal in no states in America. Zero. But in some states (the ones you are referring to) they have made it equivalent to a parking ticket. In my state (VA) if you get arrested with any amount then you can do up to 30 days in jail or go to a class. A friend of mine got caught with 1.3 grams. (yes 1.3!!!) and the judge said "you are lucky you aren't going to jail" He was forced to go to mandatory rehab which cost $800 dollars and court fees which were $355 dollars. Well you don't have to be a genius to see who is profiting there.

it's legal if the state votes it should be, and even then you'll need a doctor's note. you can't just walk down the street puffing away on a joint and expect to get away with it, not even in Seattle....
