Try a patio stone or add an elbow to the downspout.

No soil you use to fill that hole will stay in place the next time the downspout works like it's supposed to.

You'll have better luck with gravel or rocks under a concrete splash pad installed at a slight tilt to move water a few feet away from the foundation.

There is no soil in the hole...it is either filled with water...which came from the downspout or air...because the water evaporated!!!!

I would try a bit of gravel so the hole doesn't get any bigger.
