I only found reference to it being a surname, or the name of a race horse.

In Afrikaans, my language from the Cape "loedertjie" is an old world for a troublesome donkey, mule or pony and sometimes given to naughty children, probably the same in Hoog Hollands or Dutch!

All good answers about the 'scallywag', and the kids, but you may also have come across it as a cat's name. It's the name of the siamese cat in a very popular Dutch cartoon, Jan, Jans & de Kinderen (Jan, Jans & the kids).

It´s a name given to a kid from the street who´s behavior
is not very good. The "tje" in dutch means small, "loeder"
means "no-good-for-much" witch sometimes is called also " een niksnut" (no good for nothing).

A "loeder" is the nickname for a mean person, mostly a woman.
And "loedertje" is a small loeder. A mean, smart, hard woman or girl. "Je moeder is een loeder"= your mum is a skunk, (a beast or bastard).
"Verloederen"= " to be neglected, uncared for".

Loedertje is a bad behaved small animal or a kid behaving as one.
It can also be used as endearment, but it is not too common that way.

It's similar to scallywag - my fave new english word.
If you'd say loeder - it would be really harsh (eg: b****) but because it has 'tje' behind it its more funny, nicer.
