Theres a lot that goes into a natal chart. But to put it simply.
Every house deals with some aspect of your life.
To have your Mars in LIbra in the 9th house means that Mars was at the position of 19 degrees and moving. The 9th house is the house of Mental Exploration. To put it all together.
Mars rules our sex drive and power to a point.
This gives a person a literary bend. coupled with LIbra it could mean writing about fantasy, Art and doing artistic/intelligent writing.
Astrologers use various ways to interpret a chart. Some use old books and meanings from the Egyptians and Greeks which is where astrology was born. To get the degrees and angles in a chart, astrologers use an ephemeris which is published by astronomers that shows the exact movement of a planet and our sun at any given time.

Hail hummer. What i consider in a birth chart is only the....
Sun sign,
Moon sign,
Mercury sign,
Venus sign,
Mars sign,
Neptune,
Uranus,
Saturn,
Neptune,
Pluto
And Eris sign.
Plus, a look at Sedna (still in Taurus), the ascending sun sign (Vulcan's or Lilith's position i guess) and the chinese sign (anti-Jupiter). I'd like to take care of Ceres too, but can't find info about him.
Then, I add the signs, and give one point for each ball. The signs with the most balls are usually the dominant signs no matter wot the sun sign is.
I believe in this because, we know that the North Pole is a magnet, and the Moon exercises a magnet-ish influence of the oceans. But the Moon is not half as big as the Sun or any other nearby planet. Now according to my encyclopedia, the tides follow the Moon as it wanders around the earth, so here you have a supreme hint about how a planet's position relative to the north pole, might influece some kinds of chemical reactions happening down on Earth.
For now I'm pretty sure about this. The Winter Solstice happens in the north hemisphere when the Sun exits Sagittarius and enters Capricorn, at the south pole. The Summer Solstice on the other hand, happens in the north hemisphere when the Sun is at the North Pole, and exits Gemini only to enter Cancer. Any other planet aligned with the North Pole or South Pole would give similar results i guess.

There's no quick answer here that will help you--get a book & start learning. You will help yourself so much if you do that. Start with the easier books. Or, if you don't want to spend the time, go online & get your natal chart with interpretation. You will enjoy reading it, & find it useful at times.
