The big ben is the clock of the houses of parliament.
The buildings contain the parliament and some offices.
The tower just the clock, and all that is needed for it to work.

Big Ben is not the tower or the clock, it is the bell, so the answer is "a clapper"

A bunch of trained squirrels, a running wheel and some nuts.
They let the squirrels out to run, taking care that they don't over do it and releive them every 20 minutes.
For running they get to eat nuts.
Oh yea, and that deaf guy who pulls the rope on the bells when the light goes on.
