No!! You are probably being charged for 2 overdrafts and just don't realize it. Or There could be a returned check fee and Overdraft fee and you mistake them for the same.
You should really have your bank explain it to you.
I would really need more details to know the problem

If the check came in twice then it would get charged 2 overdrafts.
Ie you wrote a check to Target on Wednesday...it came in on Thursday but you didn't have funds...1 overdraft fee. It got sent back to Target's bank who automatically sends it again (on the chance it was a small math error on your part that has been fixed so the check will go thru). So it comes in a gain on Friday but you still have no funds so there is your 2nd overdraft.

yes. They have various ways to steal you blind.
If your checking balance drops below zero, and two checks roll in that you wrote last week, they will charge you two overdraft fees because you don't have enough money to cover the two checks.

you are probably being charged twice because the person you wrote the check to submitted it twice. in other words, payee received check, deposited it or tried to cash it. the check was returned insufficient funds, now the payee has the right to try to cash that check again. one of the many reasons to not bounce checks
