is a kenmore heavy duty model. I have removed back panel and have no clue where to go next

Yep, but what makes you think its the heating element? There are other things that can keep your dryer from heating.http://appliancequickfix.com/ is more user friendly to explain what to check than RepairClinic.com
It could be house wiring - not letting both legs of 110V get to your dryer or it might be the thermofuse on the heater housing or it might be the thermostat or it might be the timer or even the motor.
