The basic function of the xylem is to transport water and minerals throughout the plant. B is incorrect as "food" is not required by plants, they are autotrophs (they create their own food, via photosynthesis).

Xylem transports water and minerals from the roots to the rest of the plant.
That makes it answer C

Xylem generally moves things (like water and minerals) from the roots upwards, while phloem moves things in the opposite direction.

Xylum transports water, Phyum (probably spelled wrond it's been 12 years since I have taught Biology) transports food. My guess would be C.
