In California, a hardship license is called a Junior Permit which allows someone 14 years and older to legally drive by themselves. There are 3 reasons when the DMV will grant a Junior Permit.

1. School: If you have no other way to get to school (ie. no school bus, parents can't drive, etc)

2. Medical: If you have a medical situation where you may have to take a family member to the doctor / hospital on a moments notice.

3. Work / Financial / Hardship: If your family has a situation where you are needed to help out financially in order to provide the family food, clothing, and housing.

I don't know what State you are in but if you live in California, go to www.dmv.ca.gov and search the site for a Junior Permit Application, here is the actual website and application form:

I know the requirements are very similar for other States. Just contact the Motor Vehicle Dept. in your State and ask for the application to be sent to you.

As a driving instructor for 25 years, I've had several students get their Junior Permits at age 14. If you really need it, you can get it.

Go to www.dmv.org, click the link for your State and read what the requirements are to qualify for a "hardship license". From what you say, it doesn't appear as though you qualify; usually medical reasons are necessary. Thanks for the two points!

You have to have a legitimate need.
Such as...not being able to go to school because no one can drive you, and bus routes not running by your house.

You also have to have passed your driving exam and have your permit.
