DSL is still a phone line connection. Phone circuits are highly susceptible to moisture, and when wet they will not work. Most likely you phone line is getting wet in one of the boxes it runs through on it's way to your house. Your only recourse is to complain to att service department to get it fixed. If they balk, just tell them the phone line has too much static to hold a conversation.
And like the other person said, don't use your dsl during a storm.. Unplug everything, not only the power lines, but the data lines as well. I had surge run into my computer through the tv cable connector and leave a 2 foot smoking hole in the wall.

You shouldn't be trying to use your DSL or your computer in a thunderstorm anyway. Your equipment will be vulnerable to lightning, regardless of your surge protector. Take it from someone who learned the hard way: When there's a thunderstorm, unplug everything, including your phone line.
