wedges and short heels, I'd say about 12 or 13 - think I was 11 when I first started. Stilettos and higher heels, I'd say at least 16

If we are just talking about short heels, then 12 is a good age. Another factor is how mature the young lady is.

i think 13 is a good age to start wearing heels. some girls need to get used to wearing heels. my friend who is now in college still needs practice using heels.

Heels were permitted for the first time in my family at 8th grade graduation.
However, being it's is bad for the back, heel wearing should be limited until adulthood.

I don't believe you should wear heels until your feet are done growing. Maybe wedges or kitten heels for a few hours for a dance, but usually, no.
Women already have plenty of trouble with their feet!
