I guess when I first put my license plate on the back of the car, the bolt didn't get put in properly. I had recently moved and I need to change the license plate and I can't seem to take out one of the bolts out. I know this might sound like a stupid question but what's the best way to take this bolt out so that I can put a new license plate on?

squirt some wd-40 on it and wait a couple of hours for it to penetrate and try to remove it again.
if you still can't get it out, ask autozone or pepboys to lend a hand.

Most likely froze up because of rust and curd. Get a can of Aero-Kroil or similiar product like liquid wrench. Reach around behind bumper and spray the nuts good then let sit a few minutes before trying to unscrew.

When you put new plate back on use nylon nuts and stainless steel botls or screws designed for license plates so you don't face that problem again.

Hard to give an answer without knowing whats wrong with the bolt. I think you may have cross-threaded it, and in that case itll take the correct size wrench and alot of muscle.

the mechanic might do it ,in a blink of one eye

not expensive if You blink a Eye too.
