You were parked, and witnessed someone hit another parked vehicle. You know that they did damage...probably a good scratch. You just got part of the license number and you don't know what type of vehicle did the hitting, just the color of the vehicle. Would you just dismiss it, or allert authorities to it?

Thank you for your responding to my question reflex, however....I was inquiring for another party. So, no this will not be on my conscience. Actually, you said what I was kind of thinking.

I would provide the information. A partial plate match could result in an identification in the future.

If your car was hit, wouldn't you want someone to call on your behalf? You may not have enough information, but at least you can try and maybe the authorities can work with it. If it's no enough info, at least you tried. Since you are asking this question, I think your conscience is telling you what to do.

I wouldn't bother making a big deal about it since it was just damage to the car. If it involved injury to someone, or the death of someone, I would allert authorities, but if not, don't bother.

I had this happen once. I left a note on the person's car with what I saw and my phone number. I told them if they needed to call me, feel free. The police were able to find the person that hit them and the people called me to thank me for leaving the note.

if it happened on private property, a parking lot at the mall or
grocery store parking lot etc. forget it. the police won't do
anything unless alcohol was involved or there are injuries.

it is your civic duty to report to the police what you saw and remember the truth will set you free ... part of being a good citizen is helping others and this is now your part ---- it is good that you worried enough to ask this question -- now report....
