should be ok. some people use engine fogger when storing stuff but i don't. good luck

Like Jim said, it could be a rusted ring.
Also, if the petcock was left on, gas can leak past the carburetor and into the engine. On a two stroke, it can fill up the crankcase with fuel - when you try to kickstart or electric start, the piston can't push down on the fuel and it won't turn over.
Same thing can happen to a four stroke, but the gas gets into the oil, which can be worse, because the bike will start and run, but gas doesn't lubricate like oil, and the engine will get damaged.
If it is a two stroke, try removing the spark plug and the exhaust pipe, crank the engine over and see if gas comes out the exhaust.

If you live in a very humid area, or near salt water, the cylinder can get rusted and seize the piston and rings to the cylinder.
That's why fogging oil is used, to prevent that from happening.
I've let bikes sit for a couple of years without any treatment and never had a problem.
Just sitting for 6 months, drop a teaspoon of 2 stroke oil down the spark plug hole and crank the engine over a few times.

Not, as long as it's in a dry place and the spark plugs are in and no moisture gets to the piston. I have bikes that are sitting for 6 to 8 months a year. I put clean gas in them and push the button and off they go.

No reason at all for piston ring to be damaged. Occasionally a ring can become stuck in its groove and not expand properly but unlikely in that time.

Hi,if the vehicle is left out outside ,the fuel will deteriorate much faster than if the scooter is in garage,the particular weather in your area is also a factor in the fuel degradation,normally,fuel will not degrade in 6 months,but a product called STA-BIL will stop fuel deterioration.
