No, its not available in Yahoo Avatars yet.
What they do is take a screenshot of their avatar and add the scarf with photoshop or some photo editing program.

first I am not Muslim you could try a market in a town with a large Muslim population or if you categories your question
at the moment it is in computers
find out the name of the head covering put that in + where you live and you could be lucky a site near you will come up
