Pretty much, yes.

That's why there are pardon guidelines established by the Justice Department, which Bush has chosen to completely ignore.

Bush has manipulated the system so that he's basically able to violate any law he wants at will, because the people who would be holding him accountable (the DoJ and the Supreme Court) are stacked with his appointees.

He was completely legal in his commutation of Scooter, it doesn't pass the smell test but legal. With only 18 months to go it is likely all of the bush legal issues will be tied up in court until he leaves office. Our elected officials have failed to keep this administration accountable. Where is the moral outrage that was so apparent 8 years ago, where is the special prosecutor. Oh I forgot the judiciary in now located at the RNC.

you can impeach him. no not for a commutation that was completely legal. you can also pass an amendment to say that they cant commute sentances of people who work for him. but sorry.
