I've been considering moving to Europe after I complete my degree in Computer Information Systems. I would love to live in England,Germany, Netherlands, etc.

I'm after a colder climate with people with culture that's not so money driven as the United States.

Any suggestions?

Go job-hunt as soon as you can, for now to see what jobs there are available.
Once you have seen which jobs are there, look at the visa and work permit requirements.
You will find it rather hard to get a permit unless you have job-training that is not available in the country of your choice.
You can try to work for an American company, but then you will still work with American people.

From my experience: you are fine in UK, a cultural country with (too) big tolerance to foreigners. The Netherlands have one of the best social networks on the continent, they are very money driven and an expensive country everywhere. Germany has the lowest cost of all West European countries, good medical care, fast administration and a good cultural environment.
The language is difficult and the people is 20% foreigners most of them (80% ) are Turkish with a low cultural background and usually bad language knowledge because they live in big clans without contact to the German population although they dominate the public places of everyday needs.
