London Black Taxis are licenced to carry 5 passengers, although there are still a few old Metrocabs about which will take 6.
There is no extra charged based on the number of passengers. There is a rough guide to charges here

but as it is based on journey time and distance and depends on the time of day, you can work it out yourself.

if you want to travel with 6 people you will either need two london cabs as cabs can only take 5 passengers (3 on seat, 2 on fold down seats facing backwards) or you should be able to book a people carrier as a minicab.
A 15 minute journey will costs around £10-15 I should think depending on time of day, amount of other traffic etc etc

Grab a couple of cabs, it's cheaper when the traffic isn't so heavy too, as pricing is based on distance, stopping time and passenger load.
Be wary of unlicensed cabs, you may get ripped off, and there could - probably - be no insurance! Also, central London is more expensive than the suburbs.
