I'm contesting some highway improvements and have been e-mailing the principal engineer regarding my objections and statistical information. Only to find that he has forwarded my e-mail to a third party who is in opposition.

As a government official, all correspondence to and from a council member regarding government business is a matter of public record. So not only can he forward it to a chairman, anyone else has the right to review it up on request.

He shouldn't forward anything you sent him without your expressed permission, expecially if any data about you (even your name and email address) was included. I would report this to the engineer's boss, or your local MP.

No due to the data protection act,unless you have permitted the person to do so it is illegal for them to pass the inforamtion to any other parties.Especially in the cases of officials.
I would report this...maybe to your local MPs office....do you hav eproof he has passed it on tho?
