Is it OK to buy a 22 inch plasma TV and use it as a monitor for my PC too?

Probably not.

Most plasma HDTV's are only 720p, which means max res is like 1280 x 720. I'm sure your video card can do more than that... and that doesn't even quite fit a regular Windows desktop, which is 1024x768.
