There's a lot of factors: what type of hosting, how many expected visitors, one time setup vs. setup with daily maintenance and updates, redundancy, uptime, etc.

Large sites like facebook probably cost over $50,000 with a staff to create, maintain, and continually improve.

For someone just to create the website and then walk-away? Maybe around $1000, plus your website hosting fees.

I'm going to say that it depends on the person that's actually developing and programming it and it probably would also depend on how much work you're going to do as far as programming and graphics design. Then, you're probably going to have to pay for some hosting and the domain name too.
