According to the TV series canon, a Time Lord has 13 lives, so those who answered that he has 12 regenerations are correct. There have been cases of Time Lords getting more than that. The Master, for instance was offered a complete new regeneration cycle by the Time Lords in "The Five Doctors", and was actually given a new regeneration cycle when he was resurrected to fight in the Time War.
In order for the Doctor to gain more regenerations, however, the writers of Doctor Who would first have to find a way to bring back the Time Lords who, as I assume you know, were wiped out at the end of the Time War.

Traditionally a Time Lord is granted 12 regenerations to give a total of 13 lives. There is an implication in the show that this ability is one that is given to them rather than one they are born with. The great Rassilon and Omega had developed the unique technologies that allowed time travel and Rassilon had the power to continually regenerate the same body making him immortal. This suggests that some device created in the time of Rassilon gifs a Time Lord with regeneration (possibly the central Eye Of Harmony).
If regeneration is a process Time Lord gain rather than one they are born with then it is possible to gain more regenerations. Certainly the High Council of Time Lords can grant additional regenerations (this has been stated on several episodes such as "The Five Doctors" and "The Sound Of Drums".)
So possibly the Doctor may have the potential to regenerate more than 12 times, but as far as we currently know 12 regenerations will be all he gets.

The official answer is 12 times therefore they can be 13 different Doctors.
It used to be thought that after the 12th regeneration that really was the end, but in the anniversary episode "The Five Doctors" - the President of the Time Lords offered as an incentive to the Master to help rescue the Doctor ," a whole new cycle of regeneration" - the Master had used up all his existing cycle.
Therefore, there is truth in that the answer is "as many as the scriptwriters need"

In the episode Trial of a Time Lord the Master says to the Doctor a line that ends "..between your 12th and final incarnations."

As many times as necessary. As long as it is worth Auntie's time to find new actors to take on the role, scriptwriters can regenerate the Doctor.
Remember the three Doctors? Daleks could not experience empathy - until they realised it was a tool for studying the enemy.You can adapt the scripts to suite - even though a previous series limited the number of times a Timelord could regenerate, new imaginations are on the case.

In the 1999 UK Comic Relief Doctor Who special he did!!- at the end- with Joanne Lumley playing the 'doctor'--Check out "The Curse of the Fatal Death" BBC Video ( don't know if it's out on dvd yet) It stars Rowan Atkinson as the Doctor and Jonathon Pryce as "The Master" and seveal other actor guest star as regenerated Doctors- quite funny!
