Yes, when you place items in the recycle bin, it stores them until you decide to either restore or delete them. If you empty the recycle bin, you cannot retrieve them unless you do system restore to a point prior to the time you deleted them. If you want to make sure they are unretrievable, also delete your system restore points.

It depends. If it's a text document, lets say something that you wrote on NotePad and it's sitting on your Desktop and you decide to put it in the Recycle Bin and then empty it, I believe that you would have physically deleted the document. However, if you have a program's shortcut sitting on your Desktop and you put it in the Recycle Bin and then empty it, the program won't be deleted, but the shortcut will. You'll probably be able to find the program still on your computer.

Once a file leaves the recycle bin
it means that the directory of the disks is told it can
reallocate that space
the filename in the directory is altered
1st CHAR of filename is changed
the file can be reinstated if the filename is corrected
to a valid 1st char prior to the system using the filespace
for new data

No, it just removes the files headers and footers. They are still their on the drives slack space. On a shared server, they would probably get overwritten fairly quickly, on a home PC, a decent forensics package could recover most if not all of the files.

Not really there are programs that can restore files that have been deleted from the recycle bin. That is provided that they have not been overwritten yet.

Nothing gets totally deleted on a computer until it is overwritten by something else. Only the path to the file dissapears.
"Deleted" stuff doesn't really take up any space as the space it occupies is availible to be overwritten.

Not really, you can get those files back using "file recovery" programs. But if you used your HDD too much and those files were overwritten, you can't restore them.
