I have to say this is a very difficult question. There are several reasons for that. First, definitions of magic are very different in the two series. That being the case, you can't really compare them as "wizards." But you can't compare them as men either. While Dumbledore is a mortal man who knew magic, Gandalf very much is not. Gandalf is of a race of immortals called Istari. All in all I'd have to say in hand to hand, gandalf wins, hands down, no question. He'd whip out Glamdring and "school" Dumbledore. however, I think in a test of "Magic" as dumbledore understands it, Dumbledore would win. A battle of wills, I think, would be a draw.

Dumbledore would probalby beat Gandalf, anyday! I've only read The Hobbit, though, not the whole series, so from what I know about Gandalf, he would never beat Dumbledore. I've read all (but the last one, which isn't out yet) the Harry Potter books, so I know just how good Dumbledore is.
Still, Dumbledore would proably beat Gandalf

Gandalf every time - he was victorious in Lord of the Rings, returned from death as Gandalf the white! Could Dumbledore do that? Methinks not.

ooooh tricky tricky!
normally i would go for Gandalf...
But having seen the new Harry Potter film last night i have to say Dumbledore wins hands down, his fight at the end with Voldemort was immense! :D
And he's just so loveable, you gotta love Dumbledore
