EVERY cloud does not have a silver lining. Just ask those people that lived in New Orleans in 2004.
But, as to the message that line is trying to get across, I do believe this statement:
"You never see a rainbow 'till after the rain."
Same concept. And, a darn hearty encouragement to mutter to folks when they are in a state of turmoil in their life.

I don't kn ow about silver linings but I believe everything has a reason for happening. Whatever it is might temporarily rip your emotional heart out. Like losing someone you love. But in the end, it will all work out for the better. God always has a reason.

As a Christian, I believe that God works for the good of those who love Him and I have had some really rough and hard things happen in my life and something good has come out of all of those situations!! It is just a saying but I believe it to be true.
