Your English is less than perfect. In the US, we have the Electoral college that elects the President. Each state gets votes based on two senators plus the number of Representatives for that state. The electors vote the way the popular vote goes in a particular state.

The President is not a legislator. He is the Chief Executive. He runs the Administration. He can direct public policy. The Congress can legislate on issues that affect public policy. The Judicial system can make decisions that affect public policy.
