You normally do not need to learn to love yourself. It comes naturally. You normally don't intend to hurt or harm yourself (unless you are a masochist), right? The thing you must learn is how to love your neighbor, i.e. people around you, especially those whom you meet everyday. Love them like you love yourself. Also learn to love your God wholeheartedly. Both are two sides of a coin.

It means to will the good of the other as other and not as an extension of one's ego driven needs. In other words, to seek the objective good of the other. To do so, you must be willing to acknowledge that you have the capacity within yourself to love and the will to enact this capcity for love in concrete acts of compassion and generosity.

To love thy neighbor is to give them respect and be friends with them. And of course, how can you love other if only yourself you can't love.
If you don't know how to express that love, try inviting them over to watch tv, or hang over at their place and drink with them.
If you're a 16 year-old guy and your neighbor is a 15 year old hot chick who is studying at your highschool, don't start peeking at her window and stealng underwear; try inviting their family to your place, make friends with the, help her out in making homework.
Loving your neighbor is one of the easiest things to do but is currently the most uncommon sight...

It just means to show respect to all mankind.
And,it's true you must love yourself before you can expect anyone else to love you.

If you don't love yourself, you cannot experience the full impact of love from others.

The full quote is, "And you shall love your neighbor like yourself." I think that answers your question.

Please don't love me. As your neighbour, I have no intention of loving you. Love yourself if you must, but that sounds somewhat narcissistic.
