In times of high employment and decently paid manufacturing jobs that didn't require higher education, those who stayed on unemployment or welfare could reasonably be called lazy. That's not necessarily true now. Decent paying jobs are scarce now that we've lost manufacturing and service jobs overseas. The jobs that are left pay poorly, are often part time so that comapnies can avoid paying for health insurance, and generally don't treat employees fairly. Walmart, for instance.
Going to work costs money, and at the end of the day, after taxes and other expenses, there's not enough left to pay the bills. No wonder people can't afford to go off unemployment or welfare.
We need jobs that hard working people can feel proud of doing and that pay enough to really support them.

Some are just plain lazy, some are scared, some are crooks.
But then sometimes I despair at the lack of jobs that have decent pay and don't involve becoming depressed and bored out of your mind or doing something unethical - most jobs involve you in some kind of criminal activity even if it's "legalized crime". And then there's all the dangerous jobs - the chances of an employer being prosecuted for injuring or even killing an employee are remote: About 1 in 100 cases make it to court and less than 1 in 1000 results in a significant prosecution... still, when you lose your hand in a crusher or go blind you -might- get a one-off £10,000 payment.

There's good money in panhandling. Taking advantage of good hearted people isn't lazy--- it's hard work. The problem for us good hearted people is to know WHEN we're being scammed and when our generosity is being used most efficiently. The problem is the government chooses for us (taxes, welfare, social programs we're required to pay for) which makes panhandling legal, efficient, and way too easy. Why work when Uncle Sam gives the necessities to you anyway?
Yes,yes... I know there are REAL tragedies. Medical problems, psychological problems, emotional distress.... but governmental programs aren't set up to HELP resolve these issues---- just set up to keep you from being homeless. But those who are just smart enough to comply with the governmental systems still have roof over their heads (secion 8 housing allowances), food on the table (food stamps), free medical (medicaid, medicare), and no taxes.
Those who need it most but can't figure out how to comply with the government system (pride, or psychological issues) are either homeless or have a forced home (also called jail).
No, people are generally NOT "lazy". They work the system we allow them to work. They could be "smarter" to improve themselves by dreaming of a way out. Necessity IS the mother of all invention. If it's necessary to move up or change your career it WILL happen to the smarter person or the dreamer willing to trust there is something better for them.

It varies from person to person. I know one person who got a medical discharge from the military, and lived off of unemployment benefits as long as he could because he didn't want to work. Another person was laid off from a technology company, and has trouble finding another job due to lack of education, even though he had a lot of technical knowlege. He eventually switched careers. For many people, their career path is simply becoming harder to find a job in. I know an industrial engineer who was laid off, and was unemployed for a very long time because that type of job is shifting over to China.

Because the system is broken.
Many of these people who choose not to work are on welfare. There is no incentive to work, because the second they get a job, their welfare money dissappears or goes dramatically down as well as paying taxes, to the point where they have less money for working, and MORE money if they DON'T work.
Think about it, why would you work if you get more money for not working?

Unfortunately, with loss of benefits etc.....many people are financially better off not working. In a lot of cases, it actually makes sense not to work. I mean, who in their right mind would turn out 5 days a week only to end up worse off? I don't think I would.

Because it is too easy for them to do so. But sooner or later, things happen in their lives that force them to make a decision. Work or starve. Work or suffer. Work or die. Work or live on the streets. Work or be unable to feed your children. Work or be unable to get medical attention for your child or spouse. That's generally when the true mettle of the person is exposed. The ones you see begging for change are the ones who weren't up to the challenge of life itself.
