Of course it's relevant. Propaganda is often used to incite a country's people to support war with another country. Think about the propaganda effect of the Alamo, the USS Maine sinking, the Zimmerman Telegram, the Lusitania sinking, the Gulf of Tonkin incident, and the current war in Iraq.
