The best time for sex to be pleasurable for her would be up to her. I don't think there are any standards set across the board for the "best time of the month". I will tell you that in most cases, during her period would not be very pleasurable for most women.
To answer your next question, if you are worried about AIDS, you don't know the person you are having sex with well enough to be having sex with them. Why would you risk you life for just a few minutes of pleasure? AIDS is transmitted through bodily fluids and blood is one of those fluids so if you have some sort of open wound somewhere on you and it comes into contact with the blood, then that could be transmitted to you.
I would very much hope that if you are worried about AIDS that you are not wanting to impregnate this person so I am assuming that you are wanting to avoid pregnancy. The 15th day of a woman's period is usually the day of ovulation so you would want to avoid intercourse a few days before as well as a few days after this day. But, with this said, women can deviate from this and ovulate at different times of the month so this is no guarantee that she won't become pregnant unless she is on birth control and takes it regularly, or you make sure you wear protection.

2) not really this is a cleansing for the woman to cycle out her lining

3) if you are trying to have a kid the best time is roughly 14 days after her period. directly after the period is rare due to the LH(leutinizing hormone) and FSH(follice stimulating hormone) levels increasing to rebuild the uterine lining so it the tissue is rich enough to provide nutrients to a child(this is why period blood is so thick, tissues are inclued in the blood that flows out). After this time the lining begins its process of getting ready to cycle out the lining and get the next egg ready for possible fertilization

you get a kid after period cause when you have your period you are a women and can reproduce

2. if you use proper protection
2a. if you don't use proper protection and your partner has AIDS
3. about halfway in between (please don't use this as a guide for when it is safe, because there is never a safe time without protection)
