lets say the size of Manhattan. it stays in place but I guess it can move to. go I guess like huge boat island. moving slow.

They actually occur naturally. But yes, you could build one. It has been done by the Uros people of Peru. See here:

Thats not possible. Inside the atmosphere they would experience gravity. Thus, they would need some way to float. Plus, the higher in the air you get the less oxygen there is, do once you go past a certain height the lack of oxygen would be too much for a human to survive. And, how would you expect to hold those islands together? If they ate dirt mounds like the movie they will just fall apart. Finally, where would you get water. Once above the clouds there won't be any rainfall- no no water. As humans we need water- this is all common sense, and the way you worded this seems like it was a homework question you can't answer yourself. Why is that? It is so simple

Yeah. I remember learning about this one ancient group of people that made a plethora of these. It's pretty interesting and it really got my attention. I forgot their name though. Today there are also some. The ancient group's floating islands i think were the size of cities...or i don't remember. I'm pretty sure there are some today that are very big.
