Yor question seems to assume that people know what you are talking about. LOL But let me give it a try. I'm not one to be turning in people for things they do however axe muderers cross the line with me or any murderer for that matter.

Anyway, without reading your descriptions, and answer your question directly, do you want to receive garbage when people answer your questions? If not, then yes, I would expect people to answer serious.
But then, your question is really weird, and I suspect you do not want people to answer your questions seriously in the first place.

If I had any suspicions whatsoever, I would turn him in.
If I knew in fact he or she had done something, the authorities might not get there in time to save him/her.
Seems our society has taken a "I see no evil, hear no evil,I do nothing".......time to step up to the plate.......thank you

It is Human nature to impart Our own personality into a story, or in this case an answer. I am, on the one hand both flippant and facetious, whilst on the other serious and sincere. It is just as the mood suits Us that We don the relevant guise of persona, rather than as a perquisite to communication.
