Because the White House knows that by evoking this ridiculous excuse for non-compliance, they can tie the investigation up for months, if not run out the term clock.

All Congress can do is cite the White House for Contempt for violating the law, but that citation goes to the Justice Department for prosecution, and the Justice Department is complicit in the illegal action.

Bush knows that no citation or prosecution referred to DoJ is going to go anywhere, so he gets to ignore Congress and break the law with relative impunity.

It's equivalent to bribing the cops so you don't get arrested.

Perhaps, its to prevent the libs from exploiting the loss of a great American hero and to, also, protect his family from that same exploitation.

His family wishes to maintain their privacy on the subject for the most part and the public has no right to invade their privacy.

Plus, the family realizes that Pat loved this country and would not want what happened to him to be used as a lib talking point or, used to disgrace and erode our nation's dignity.
