I would think it means it is for the ignorant, the unwillingness to learn, or unable to learn. Most, just the ignorant soles that would rather fight "'cause they have no sense "

although I think the quote harsh, the last word incompetent is a reasonable assumption, incompetent meaning unable to handle the situation at that particular point in their lives, sometimes people reach that point for many reasons, and sometimes it is just a one off thing. you would have to know the full extent of the story to make that assumption.
Had you have said habitual than that is something entirely different.
but to be fair the way it is stated in the post I do not agree tricky question to answer without first having the full facts and the quote is general I would meet that quote with this one
"for the resolute and determined there is time and opportunity to change any given situation"
