Is it rare to have a coin have one satin side and the other side normal? I have a quarter that one side is satin and the other side is silver

Could be an error coin. Get it checked out by a coin dealer. Look for similar ones on Ebay to get an idea of value.

It did not come from the mint that way, so the coin was fooled with outside the mint. Chemicals could gave been used or a host of other methods. Satin finish mint sets started in 2005 and with the systems used, it is not possible to have only one side done. The last silver quarter for general circulation was struck in 1964. There has been proof silver quarters included with the silver proof sets. They have a proof finish, not satin and have an S mint mark.
