i quit my job of two months.
just before my pay for the second month. i quit without one month notice. its the company policy for the employee to provide a notice before leaving. i just knew that.
so now .. im asking for my second month salary. but they said they wont pay me. is that fair?

No, this is not legal. They must pay you for every hour earned regardless of the notice. Notices don't have anything to do with the payment of wages; they are only about the keeping of the employment position. Even if you don;t give them any notice at all, they must compensate you for every hour you had worked there. You need to tell them that you are going to file the complaint with the Department of Labor if they dont pay you. If they refuse (which I doubt), do report them to the Department of Labor; they will respond very fast to your complaint.

Uhh, if you didn't give a notice and didn't show up then technically they fired you for incompetence. Also, I thought almost all jobs have a three month probation period that they can terminate someone for no reason.

Contact the Wage and Hour board listed in your blue pages. They have to pay you for your work by federal law. It is not their choice. Don't let them screw you.

Thats absolutely illegal to withhold your pay. Take legal action.

tell them if they dont pay you . you will pay a lawyer. trust me one mild legal threat and they WILL change their minds.
