No one has done a ranking of undergraduate international business programs specifically, as far as I can see, but the best graduate program for international business in the U.S. is Thunderbird, which doesn't have an undergraduate program, so the #2 school on the graduate level, the Moore School at the University of South Carolina, would be the best school in international business with an undergraduate program. I know of someone who is going there right now who absolutely loves it.
