I think that for a special meal for a child, the best way to go is definitely a character meal. While there is probably a little better food at the other restaurants, the characters make the meal extra special for the kids, and with the exception of only a few restaurants, the food is pretty good at the character meals as well.
My first choice since you have a little boy is Chef Mickeys, it is one of the most popular character meals, the characters are Mickey, Goofy, Chip & Dale and it is a buffet, so the whole family will have more options. It is at the Contemporary and can be hard to get sometimes, so don't wait too long to reserve it.
The Cape May Cafe character breakfast is another great choice. This one has Goofy, Pluto, Chip & Dale and is at Beach Club. Another really great option, not quite as popular so it is usually a little easier to get a reservation, but not always.
Another great choice is the character breakfast at 'Ohana. This is at Polynesian and has Lilo, Stitch, Pluto, Mickey (I think Stitch is almost as popular as Buzz for most little boys, so it may be a good choice)
Donald's Breakfastsaurus would probably be a good choice for him as well. This one doesn't get the best reviews because people say they feel a little rushed. Donald's is at Animal Kingdom and has Donald, Pluto, Goofy and Mickey.
Not sure if the likes Winnie the Pooh Characters, but the character meal at Crystal Palace is really popular as well, food is great and it is a lot of fun for kids. Characters are Pooh, Eeyore, Tigger, Piglet and it is in Magic Kingdom. Again, this one is a buffet so there are more choices.
The character dinner at Liberty Tree Tavern is also pretty popular. This one is also in Magic Kingdom and has Chip and Dale, Meeko, Minnie, and Pluto.
Finally there is The Garden Grill: Chip and Dale's Harvest Feast which is in EPCOT. The characters here are Mickey, Chip & Dale.
I think this pretty much covers all the meals that would interest boys. If I were to pick my favorites, I would go with Chef Mickey's, 'Ohanas and probably Cape May Cafe.
There is one other one that may be of interest, the character breakfast at 1900 Park Fare in the Grand Floridian, but I wouldn't recommend this one. The biggest problem is that the characters can be Mary Poppins, Alice in Wonderland or the characters from Winnie the Pooh, probably don't want him to have a bad time because he gets a princess breakfast for his birthday (although I have seen a lot of little boys having a ball at the princess meals!)

The other answer does have a good idea, I forgot to mention Pizza Planet. Since he likes Toy Story, he would probably have a great time here, the only problem is that it is a counter service meal. While he may still have a nice time, it isn't quite as nice as a character meal because it can be hard to get a seat, it is usually really crowded and loud, few options for food (other than pizza) and it can just be a little crazy in there.
I think that Pizza Planet would be a lot of fun for him, but I think to actually celebrate his birthday he may have more fun at a character meal, or another table service meal. When you do a table service meal, you get more personal service and they do a lot of special things if you inform them that it is his birthday. At Pizza Planet it would just be like going any other day since there wouldn't be anything special done for his big day. I think Pizza Planet would make a great choice for a meal when you visit MGM and do a character meal for his birthday.

As the previous poster had suggested, a character meal is a great way to spend a birthday, especially for they younger crowd. However, if he really enjoys Woody and friends, then I would make a special trip to MGM Studios and go to Pizza Planet. It is located right next to Al's Toy Barn, where the Toy Story characters come out for pictures and autographs. The restuarant is set up like the one in the movie where you can get slices of pizza and then play arcade type games. My girls are huge Toy Story fans as well and really like this place. However, there is no characters that come into the restaurant.

Make a reservation for one of the following:
1. Chef Mickey's - Disney's Contemporary Resort (they offer a special birthday cupcake upon request!)
2. Restrauntasorus - Disney's Animal Kingdom (if visiting before November when this location will be shut down for a restaurant co. swap) - great buffet with Donald, Mickey and friends!
3. Garden Grill - EPCOT's Land Pavilion: this restaurant actually rotates! Enjoy breakfast skillets all day long or your favorite lunch or dinner menu item with Mickey, Chip N' Dale and friends!
Then on your visit to the Disney-MGM Studios, pop into Pizza Planet (quick service), which is themed after the Toy Story films.

MGM has Jojo and little Einstein buffet
Magic Kingdom has Crystal palace with Winnie the pooh and friends. Liberty Tree, with mimmie, Goofy and Pluto
Chef Micky, has Mickey Mouse
These all the above are good places for children, and the food is good for adult too

I am unaware of a restaurant with these characters. But there are numerous great restaurants for this age level. Go to www.waltdisneyworld.com click on dinning planning, then all locations, character dinning.
I highly suggest you arrange priority seating to ensure you get the meal.

on the Grand Floridian the 1900 Park Faire is great buffet. in case you're foodies, Victoria & Albert's is properly worth each and every penny. Jiko and Boma at Animal Kingdom inn is astonishing and have some great African wines. interior of Epcot Le Cellier Steakhouse in Canada is mind-blowing. The refurbished Mitsukoshi is particularly stable besides. The living Seas eating place is great in case you savor seafood and the Rose and Crown Grill is astonishing besides. something relaxing to do at Epcot is to "consume all over the area." There are some great snacks available in each and every united states. possibly split an merchandise in each and every united states...a funnel cake in united states of america of america, a crepe in France, a gelato in Italy...lots of relaxing. interior of Disney Hollywood Studios, the Brown Derby is scrumptious. savor the foodstuff!

the only toy story themed restraunt is planet pizza in MGM. they have elaboratly themed this huge barn like the toy store in the movie, and there is a huge mr potato head out side of it. all the characters are always there (like jessie,woody,and buzz) and they have an arcade like the real pizza planet in the movie. the pizza is descent, and it is a fast service type of restraunt, but i like it alot, and i think he would like it even more!
