More ram will help your computer to run faster up to a point, which will help web browsing, it depends on what operating system you are using, graphics etc. The recommended minimum ram for windows XP is 256mb, onboard graphics also needs ram so a decent graphics accelerator may also help. It does depend on what you are doing on the internet, if you are using many ram hungry applications at once or just general browsing. Generally extra ram will help browsing as refresh rates for pages can be speeded up.
To see a real improvement in actual internet speed a faster processor, one that is capable of handling the faster broadband speeds.

I wouldn't say that RAM is really going to help your INTERNET SPEED, but it will help your computer run faster. Basically, RAM is where the Processor on your computer will put the bits its using for it's calculations. When the RAM fills up, it then has to store the bits on your Hard Drive. So, that, in turn, slows down your system and would appear that it's slowing down your INTERNET SPEED. I hope that makes sense to you.

Yes... but only to a point. It depends on WHAT kind of internet access you are doing. It's not going to do much for IMing and e-mail. But for viewing web pages that could be a problem because you need RAM to use the web browser.
