Dang, I don't know the actual names of most of the individuals, but the following bands have female singers:
*Bikini Kill (all girl feminist punk)
*Naked Aggression (totally rocking, anarchist punk)
*Eve Libertine and Joy De Vivre of Crass ("Penis Envy" is the only Crass CD with only those two, all the others have male vocals as well, which are predominant).
*Iowaska (hecka obscure band that mixes punk with stoner rock with lyrics ranging from politics to paganism. Really good though if you can find it)
*Nausea (male and female vocals. Total crust punk!)
*Antischism (male and female vocals. Sorta crust/hardcore mix, female vox are occasionally melodic).
*This Bike Is A Pipe Bomb (folk punk, male vox mainly, but female backing and some songs have female vox predominant like "Body Count")
*Atari Teenage Riot (electronic hardcore punkish, male and female vox)
*Tribe 8 (dyke-punk, all girl. Sound varies).
*A.P.P.L.E. (strange melodic anarchist punk, female vox)
*Poison Girls (old anarchist punk band, hard to find, I've only heard a few songs. Female vox with largely feminist lyrics)
*Lost Cherrees (another old anarchist punk band, I think they have a new cd, but old stuff is hard to find).
*The Devotchkas (all-girl street punk. Don't really like 'em personally, but they're ok).
That's all I can think of right now. They're more. I love female punk vocalists and I really wish there were more!!!

I'm not sure maybe Courtney love but if you wont a new one then the closest is probably Hayley Williams from paramore though shes more pop punk and lacey from fly leaf shes amazing
