Because history has shown that fear is the only thing that will cause a populace to voluntarily give up its right to freedom. Greed, religion, and politics all pale before the God given right of freedom. A populace can only be enslaved through fear, so that is the most popular weapon of tyrants.

Because the Government knows how easy it is to get people to give you their money if they can instill fear into us.
They also know that fear is a very powerful emotion and is very effectively used when trying to control an individual or an entire population.
Fear can even paralyze people and place them into a state of shock that they aren't even aware of and because of this they become like cattle needing to be taken care of.

When faced with an impossible situation we need to ask ourselves first why we think it's impossible situation to begin with.
Because usually nothing is ever as bad as it seems and any obstacle can be overcome as long as we remain in control of what we think and how we feel.
Don't ever let fear become the driving force behind how you live your life or react to any situation.

Take Global Warming for example.

They have managed to make millions of people believe that the earth is going to become one big ball of heat and explode one day.
And as a direct result of the fear they have instilled into the masses people are willingly throwing their money any way the wind blows as long as it has to do with saving the environment.

Thirty years ago it was quite the opposite but still the same old song and dance.
Instead of calling it Global Warming they were calling it Global Cooling and saying that our world was cooling down and because of this we can expect within only a matter of years to become a big huge ball of ice.
People were scared to death of the world freezing and becoming a Popsicle so they willingly paid money for the cause of saving the earth from permanently freezing us to death.
I think the only thing we truly have to fear is fear itself.
Nothing else really matters.

Too control the population and stay in power. 33% still approve of Bush because in their mind he is doing a great job protecting the US. This despite the fact he has done nothing but attack the constitution and increase the imperial presidency. Remember during the election how the terror "alert" went up every time Bush's poll numbers dropped? Since the elections the terror level has remained at Orange. Just a matter of time that we will have another scare to keep us in the perpetual war that our founding fathers feared. The reason they gave us the power to impeach.

IF they can control us through fear of outside forces it looks alot better than using the kind of tactics most communist countries use to control their populations Personally, I fear those outside forces and I also have enough sense to fear a government that has suspended so many of the rights americans had. Any law that is used on a " suspected terrorists " is now acceptable to use on american citizens.

Hitler did the same to Germany, he wrote the book that the current leader of the United States uses to control the masses. Hiel Bush! ah..yea.
But why be afraid when you know the truth? Bush had suceeded in the begining to fool a large portion of the population, but as the truth comes to light more are becoming less fearful.

Awareness may equate to fear for some of us but regardless, it sure beats the ignorance that the Clinton administration bestowed upon us during the previous decade.

EDIT: Looking at all these answers from libs feeling fearful and controlled is really quite funny.

Bush and his pals want to control the Mideast so they make them the enemy. They can have financing for their war of greed. I think Americans are afraid because the curtain is being pulled back and everyone is realizing they have been duped by a bunch of Republican billionaires.
I think we should be in fear because our military and budget is too maxed out to defend the home territory.

The United States spends over $500 billion a year on its military. That's slightly more than half of the world's total military spending. The U.S. and European union together accounts for over 85% of the world's military spending.
How do you justify the maintaining of such an arsenal? North Korea and Iran, the remaining members of Bush's Axis of Evil, spend less than 2 percent of what the U.S. spend on their military together and yet, they're considered a threat.
Meanwhile, the U.S. government lags behind those of the western world in providing health care, education and other social programs to its citizens. A great deal of fear is necessary to justify such a state of affairs - which clearly profits anyone who has stocks in either the arms industry, contractors to the military, and oil companies.

What a waste of nations, of lives, of resources. Iraq was not at all five a terrorist state 5 years ago.

So we deliberately created a terrorist state to prove us right.... What an absurd, pathetic, inhuman mess we made.
