There are many reasons. But how can we chain it. Do the people need to find responsibility again?

Probably due to bad choices in life.
Some is even generational...being passed on as a way of life
Others are circumstances that were beyond a person's control, such as a loss of employment.
As far as the people being responsible, certainly there are many who would rather not be in that position and those are the ones who will eventually get back on their feet and resume responsibility for their familes.
As far as the deadbeats, well that's another story.

Because our government and country are both soft and since people know they can get free money, why not take it?
There was this huge bust in Beverly Hills a while back. A bunch of Benz driving Armenians were collecting welfare illegally. LOL Our country is getting screwed by its own people AND people who come here from other countries.
Same thing goes for people who file for bankruptcy.

What do you think of this idea? Remove an illegal from a job and deport him. Remove a man from welfare and force him to move across the country and take the job the illegal had. Another option would be to deny him welfare and watch the crime rate go up. What I would like to see is the fathers should be forced to support their children.

Because it is available, if it's available, people will take advantage of it, even if it means they have to lie and cheat, "give it away and they will come"
why is it against the law to feed the bears in the national parks? because the bears will become accustomed to getting all their food from humans and they will forget about looking for food the hard way.
It is so easy to cheat the gov't and stay on welfare forever that it has turned into an industry.

Do you want to "chain" it or "change" it? We need to start with the school system. It's laughable in the US at least.

Minimum wage is ridiculous. Nobody could live on that.

Healthcare costs are the number one reason for bankruptcy and financial ruin.

There a few starting points for Hilary, Obama and friends!

If I told you it's part of the Right Wing War on the MIddle Class, would you believe me? Single mothers are the quickest growing population below the poverty line. Forcing women to bear every child they conceive will swell their ranks.

But one reason for welfare is because in order to curb inflation there has to be a critical mass of unemployed citizens so that there is an available pool of cheap labor.

oh please they make more money than you ..they all have cars free medical free food and they are smart on the computer and know how to work the system welfare system.,, yea get rid of the holedam system
