I have heard of grants or loans, federal or state, that pay you to relocate to remote or developing areas in Alaska?

nope. but there were some towns in Kansas that would give you free land if you build a house and settle. google it.

I haven't heard of it from the feds, but I wouldn't be surprised. In most of Wyoming, if you are a physician you can negotiate payments, perks etc to come to a community. Most of our doctors bailed a few years ago and left the state in a real bind. I expect with some searching and skills in something useful something could be found.

Never heard of that. I know of no locations which want populations so desperately that they will pay to get them.
