That was Barry and Kendall Windham's father. I remember him late in his career. He and Outlaw Ron Bass were both still around then but he was most famous as one half of the Blackjacks a tag team recently inducted into the Hall of Fame. His real name was Robert Windham.

Interesting factoid for ya "In 1990 Kendall Windham and his father Blackjack Mulligan were arrested by the US Secret Service in a joint investigation with the Florida Department of Law Enforcement (FDLE) for counterfeiting. The authorities found close to $500,000 in phony $20 bills. As a result of a plea agreement both father and son spent 24 months in a federal prison and were released in 1992."

Yes he was.... He traveled around different territories with Blackjack Lanza as a heel tagteam before settling in the WWF as a face in the Mid 80s' . During his time as a heel, he challenged Bruno Sammartino for his title, and feuded with Andre the Giant.
