crossmultiply

so multiply both sides by 7 - and then you multiply both sides by 5

7(3a/7) = -14/5
3a = -14/5
15a = -14

a = -14/15

and then to check, you put the value of a back into the original equation.

3x (-14/15) / 7

and see if it equals -0.4

Move 3/7 to the other side by multiplying both sides by 7/3, the reciprocal of 3/7,
a = (-2/5)(7/3) = -14/15

3a/7 = -2/5
3a = -2/5 *7
3a = -14/5
a = -14/15

u can check by substituting a= -14/15in 3a/7 = -2/5
[3(-14/15)] /7 = -2/5

(-14/5) /7 = -2/5
-2/5 = -2/5
LHS=RHS
Hence proved
