if you are taking one original photo then using it as part of a unique artwork piece, then it is no problem. the "rights" to the photo are not being sold by you as a part of the jewelry and you did not make a copy.

if you are taking an old photo and then reproducing hundreds of copies as part of your jewelry manufacturing business, that is a different issue. in that case you need to only use images that you know to be either public domain, or can obtain permission for its use.
