Any help with this problem would be great. I have installed new plugs but the idle still surges and goes up and down.

check vacum system lines, if something is disconnected or has a leak, the motor will idle high and will 'ghost' rev

My son had one of these, for a few years. We fish the Great Lakes, Huron to be specific, you don't want to get caught out there with a bad motor.

This engine was good but, had the same problems. We came in several times going two or three miles an hour, some twenty minute trips took an hour.

He rebuilt the carburetor, took it to a dealer, then another one, always the carburetor.
For some strange reason, it was always the carburetor. He got a new one, it worked well for awhile, then it started all over. He finally sold the boat. The new guy, has the same problems.

I'm sorry but, I have to say, get rid of it, it's a lemon.

Most outboards don't perform the same on muffs as they do in water. No back pressure on exhaust. It will try to run away even with the throttle at idle.

has to be the trigger or the flywheel magnets. with it running, watch the trigger linkage for "float". pull the flywheel and check the magnets...it'll be one or the other.
