Google for "Jackson, MI, newspapers" - open the site found, and in the newspaper's online website there should be a 'search' feature. If you know the name of the victim, put that in...followed by 'murder'. If it was a long time ago, look for the 'archives' tab on the newspaper website and run the search with the name again. If you DON'T know the victim's name, run the 'search' tab in archives AND homepage of paper again, only use the word "homicide in Jackson" and see what flashes up. It may take a few clicks, but a hometown newspaper should have had some articles about it.

Drive a classic car to Jackson and either rent a shabby motel room or find an older lady with lots of money who will let you rent a room. Begin an affair with a local person. Start poking your nose around where it doesn't belong.
Sorry for the sarcastic response-- your question reminded me so much of a John Grisham movie/book that I couldn't resist! Seriously, try your local library. Ask the reference librarian for help.
