The dementers attacked Harry because Umbridge told them to. Umbridge wanted the dementors to attack Harry so Harry would perform magic, therefore she can have an excuse to expel Harry. She wants to punish Harry because she thinks he is lying to get attention.Umbridge does not work for Voldemort she is just an evil old lady.

The dementors attacked Harry at the beginning so that the it could show how much danger was all around them. Dolores Umbrige wants Harry to be punished because she is one of the people who thinks he was lying all along and when everyone else at the ministry was just talking about doing something to make Harry Potter shut up she actually did something (sending the dementors to get Harry). And no Umbridge does not work for Voldemort.

Answer to the first question... the dementors attacked Harry upon Lord Voldemort's orders. They began to come under his control. He was willing to give them more freedoms that the ministry was not willing to give the dementors. Harry is a threat to Voldemort... so he wants him dead. Sending the dementors is a way to do that while Harry is in the presense of muggles. Muggles cannot see dementors. Harry would have been killed without anyone seeing who did it.
Answer to the second question... Dolores Umbridge wants Harry punished because he is going around telling people that Voldemort has returned to power. This makes the Minister of Magic (Fudge) look back. Fudge is Umbridge's boss. To make Fudge look bad is to make Umbridge look bad. Harry also is friends with those who are not witches or wizards but are of the magic world... Umbridge believes them to be beneath witches and wizards. She believes that the Ministry of Magic should have more control over anyone not a witch or wizard. She does not work for Voldemort. But she does not want to accept that he has returned. That would put fear into so many people of the wizarding world. It would bring back the days that were better forgotten.

Umbridge sent the dementors after Harry becuase she probably didn't like how he was telling everyone that Voldemort was back. That's probably why she wants Harry to be punished. She doesn't work for Voldemort, she works for Cornelius Fudge who doesn't want to believe that Voldemort has returned so he is doing everything in his power to make people believe that he hasn't returned. And the problem with Professor Umbridge is that she always needs to have everything going her way and when she doesn't, she explodes.

Umbridge sent the dementors after Harry in order to shut him up. Pretty much it was only Harry and Dumbledore are the ones telling everyone Voldemort is back. Fudge and his people in the ministry don't want the truth to get out. They want the wizarding community to believe they are safe with him in charge. Perhaps Umbridge is the worst of these because she it appears she didn't consult anyone about it.
She's not working for Voldemort, but she might as well be because she's out to get rid of the one person who has indeed seen Voldemort return. As the Senior Undersecretary to the Minister of Magic, she seems to be a pretty important person. And should the people remove Fudge from power, she'll most likely loose her position as well.
But she did not expect Harry would be able to defeat the dementors. Yet Harry's victory over the dementors proves a potential victory for Umbridge and Fudge. Harry's been made to look like a trouble maker and a person seeking even more fame for himself. Plus he's an underaged wizard. It's hard enough to believe a fifteen year old wizard can manage something as advanced as the patronus charm. But as the dementors are supposed to be still taking orders from the Ministry at this point it is even harder for most witches and wizards to believe Harry was defending himself against such a serious threat. Their chances to discredit Harry and shut him up fail when Dumbledore is able to produce Mrs. Figg as a witness to what occured. And because the seventh clause to the Decree for the Reasonable Restriction of Underage Sorcery states that an underaged witch or wizard can use magic in front of muggles to save their lives and the lives of muggles, Harry's use of magic becomes clearly a case of self-defense.
Thrice defeated in the attmepts to get rid of Harry or at least shut him up, Umbridge then resorts to her nasty little form of punishment to get Harry to shut up. Since she can't get him kicked out of Hogwarts, she'll punish him for spreading the word of Voldemort's return. She may have told Fudge she could get Harry to stop telling this to everyone or she may have simply convinced him it would be best for him to have someone from his office, such as herself, at Hogwart's to watch things there for him. Either way, it put her in a position where she might be able to convince Harry it would be in his best intrest to keep quiet. And she attempts to do this through the pain of the quill he was forced to do lines with. It cut the words he wrote on paper into his skin, undoubtedly so as to convince him the best way not to experince the pain was to keep Voldemort's return to himself.

Umbridge sent them because she's one of those people who want to stay in their own little happy world of rules and order. She thinks that Harry claiming that He-Who-Must-Not-Be-Named is back it bad enough to get rid of him. She didn't want her precious Ministry to go into chaos. Plus, who would want to admit that the evil dark lord who's gonna kill/enslave us all is back? It's the tiniest bit possible that she works for him, but it's doubtful. Like I said, she's and extreme bureaucrat. She probably blames Harry for Voldemort being back just because he's the one who said it first.
